Preheat oven to 325 degrees F. Grease an 8x8-inch baking dish well with butter and then line it with parchment paper.

In a large bowl, whip egg whites with a whisk until soft peaks form.

In another bowl, combine egg yolks, water, sugar, and vanilla until well combined. Next, Stir in melted butter. Add cocoa powder and mix well. Slowly stir in the flour until well combined.

Add the milk and mix until well incorporated. The mixture will be VERY liquidy -- do not be alarmed.

Carefully fold in the egg whites using a spatula. There will be small lumps.

Pour batter into the prepared pan and bake for 60 minutes.

Cool in the pan for at least 3 hours. Sprinkle the top with powdered sugar.
