Ingredients

  • 2 T butter/margarine
  • 1/4 C flour
  • 2 C hot water
  • 1 t base

Instructions

Melt the butter/margarine over a low heat. Add the flour and stir for a minute or two to cook the flour (don't let it start to brown). Add the water and base and whisk until it combines. Continue to heat, stirring occasionally until it starts to boil.
