Ingredients
- 1 pound ground beef
- 1 1/4 cup Cheddar cheese, shredded
- 2 stalks celery, chopped
- 1 medium onion, chopped
- 1 tablespoon butter
- 3 cups cooked rice
- salt and pepper, to taste
- 1/2 teaspoon thyme
- 1/2 teaspoon basil
- parsley flakes, as garnish
- 1 1/2 teaspoon garlic powder
- 1/2 red pepper, chopped
- 1/2 cup milk
- 1/3 cup sour cream
Instructions

Preheat oven to 350 degrees F

Cook and brown ground beef. Drain of any grease.

Mix all of the ingredients together except the cheese in a casserole dish.
- Spread, cheddar cheese on top and bake for 25 minutes or until cheese is melted.
